1.  During the "training" section of protocol the fax machines analyze the phone connection. If it is not good enough to send at 9600 bps, they will "fallback" to 7200 bps and send another training signal. This will be repeated at 4800bps and 2400bps if necessary. Thus, the fax "fallsback" to a slower speed.
